Bennet Kelley is founder of the Internet Law Center and has been described by an affiliate publication as “one of the top ten qualified attorneys in internet law.” He is Co-Chair of the California Bar Cyberspace Committee and has played a leading role in shaping internet law and policy having testified and lobbied on internet issues in Washington and Sacramento and leading the effort to develop a cyberspace primer for incoming state lawmakers.

Bennet Kelley notes that major sections of the U.S. government have been penetrated by the Russians and the Chinese including intelligence and defense agencies, along with many corporate institutions. Vic listed a few victims of cyber attack penetration such as the defense contractor Lockheed Martin, as well as monetary targets such as the International Monetary Fund, NASDAQ and Citibank.

Although an attack of the magnitude that could truly be labeled, a “cyber Pearl Harbor” has yet to occur, attacks are up 40% in the past year.
